ASPPH Funding Opportunity for Tribal Legal Experts in Support of CDC’s Guidance to Accelerate Tribal Public Health Data Access and Use Project

The ASPPH Center for Public Health Workforce Development is seeking responses to a new Request for Proposal (RFP) for the Guidance to Accelerate Tribal Public Health Data Access and Use Project. ASPPH asks its members to please share this RFP with Tribal Legal Experts who may be a good fit for the project. Intentions to submit a proposal (optional) are due by 11:59 PM ET on March 14, 2025, and application packages are due by 11:59 PM ET on April 4, 2025.

Objective: 

The purpose of this Request for Proposals is to identify Tribal Legal Experts to work directly with Tribal public health authorities to develop and execute public health data-sharing policy pathways with state and/or local public health jurisdictions. The goal of the project is to increase the number of Tribal Nations that have active data-sharing policy pathways in place with their respective state and/or local jurisdictions so that Tribal Nations may fully exercise data sovereignty, access public health information on their citizenry, and use these data to inform decisions and improve the health of their communities.

The Tribal Legal Experts will work with each participating Tribal public health authority to develop and execute policy pathways for data sharing with respective state and/or local public health jurisdictions within the project period. The direction of data flow may be bi-directional between the Tribe and the respective state and/or local jurisdiction, or it may be solely from the respective state and/or local jurisdiction to the Tribe. The types of data for sharing will include systems-level public health data such as case data, syndromic surveillance data, lab-based diagnostic test data, vaccine administration data, geographic data, vital statistics data, and hospital capacity data. All work will be conducted virtually.

Funding Details: 

  • Amount: One award up to $400,000
  • Budget Period: April 28 – July 31, 2025
  • Qualifications: Attorneys and/or lawyers with admission to practice law in at least one U.S. jurisdiction. Minimum 5 years of legal experience, with a focus on federal Indian law, Tribal law, public health law, and/or data governance. [See page 7 of RFP for the full list of qualifications]
